2016 WALVIS OPEN CHESS TOURNAMENT

WALVIS OPEN CHESS TOURNAMENT

1.       PLAYING VENUE:
Walvis Bay Multi-Purpose Center,Khomashochland Street, Kuisebmund

2.       EVENT DATE:
7th May 2016

3.      PARTICIPANTS:
This tournament is Open to everyone.

4.      REGISTRATION METHOD:
Simply SMS your name and age to 0814006467
or register at the venue on the tournament date before the start of round 1.

5.      FORMAT, PAIRING SYSTEM, TIE-BREAKS AND RATE OF PLAY:
5.1.The Championship format will be a SWISS System tournament played over 7 (Seven) Rounds. Swiss Manager will be used to do the pairings. The tie-breaks will be applied in the following order:

1.      Direct encounter
2.      Progressive Score
3.      Median Bucholz
4.      Bucholz

 5.2.The rate of play will be 20 minutes per player per match.


6.      REGISTRATION FEES:

Seniors N$40.00

Juniors N$25.00 (under 21)

9.       APPEALS COMMITTEE
The Appeals Committee will be announced at the start of Round 1. All complaints against any decision taken by the Chief Arbiter should be lodged with the Appeals Committee. N$ 100 is payable. The complainant shall lose the N$ 100 in the event of the Appeals Committee's decision going against him or her. Complaints should be directed to the individual members of the Appeals Committee. Should a player be unhappy with the initial decision made by such a member, (s)he may appeal. The remaining members would then weigh in and their decision is final.

11. GENERAL RULES:
1. Silence at all times.
2. Cellular phones should be switched off or put on “silent” mode if switched on. No talking while playing allowed.
3. No assistance to chess players will be allowed during their games. A player who offers assistance will be expelled from the tournament.
4. If a player touches a piece, (s)he should move that piece, provided a legal move can be made with that piece. (Touch is a move.)
5. Each player must press the clock with the same hand that moves the pieces. However, when castling, capturing or completing a promotion, a player may use both hands.
6. Any player who makes themselves guilty of rude behaviour will be disqualified with immediate effect.
7. The Chief arbiter’s decision will be final unless it is overruled by a decision by the appeals committee. The chief arbiter will have full discretion to in deciding which appropriate penalty to impose on an offending player.

The rapid rules of FIDE will apply during this event.
